On the Concept for the Development of Museums until 2030

In fulfilment of the list of instructions issued by the President of the Russian Federation on 7 May 2026, No. Pr-1029, the 12th St. Petersburg International United Cultures Forum (hereinafter the Forum) will host a strategic session devoted to a discussion of the draft Concept for the Development of Museums in the Russian Federation for the Period to 2030, prepared by the Ministry of Culture of the Russian Federation together with the Likhachev Russian Research Institute for Cultural and Natural Heritage.
The draft sets out the principles of a systematic approach that takes account of the current state of the museum sector, its trends and its problems, and that rests on combining the efforts of state authorities, municipal administrations, museums, public organizations, and museum audiences in preserving and giving new prevalence to cultural heritage. This approach defines the aim, the objectives, and the main priorities for the sector’s development, directed on the one hand towards greater involvement of Russian society in preserving cultural heritage and historical education, and on the other towards raising the quality of museum work in providing access to objects, collections, and sites for Russian citizens and visitors from abroad.
The session’s principal objectives are to present the methodology and method behind the draft Concept, to comment on its structure and main content, and to create the conditions for professional dialogue among representatives of museums, government authorities, public organizations, and the academic community with an interest in the steady development of the sector.
