During the X St. Petersburg International United Cultures Forum, the Minister of Culture of the Russian Federation, Olga Lyubimova, held a meeting with regional ministers of culture within the framework of the coordination council on culture under the Ministry of Culture of Russia, dedicated to implementing the national project “Culture” and the federal programs of the Ministry of Culture of Russia.
The head of the Ministry of Culture of Russia thanked the regional ministers for their joint productive work, outlined the key tasks until the end of the current year, and highlighted the leading regions regarding budget execution of the national project.
“The leaders in the budget execution of the national project ‘Culture’ are Perm Krai, Yaroslavl Oblast, Republic of Adygea, Smolensk Oblast, Yamalo-Nenets Autonomous Okrug, and the city of Baikonur”, — said Olga Lyubimova.
She further emphasized that for five years, the national project has been among the leaders in budget execution and achieving results.
"It is necessary to take daily control of the completion of work on the objects, increase the volume of budget execution, and take all possible measures to complete the activities within the planned timeframes," the head of the ministry stated.
Separately, the Minister noted the importance of integrating Donbass and Novorossiya into the country's cultural life, stressing that this is one of the key tasks of the Ministry of Culture of Russia in the near future.
Next, Olga Lyubimova announced that the Ministry of Culture of Russia had already prepared proposals for inclusion in the federal "Family Values and Cultural Infrastructure" under the national " Family " project." According to her, it is planned to retain all the most demanded infrastructural activities by the regions, such as repairs, reconstruction, and equipment of cultural institutions, as well as include new areas such as repairs and equipment of philharmonic halls, repairs of higher and professional educational organizations in the field, creation of children's cultural and educational centers based on cultural institutions, and projects to encourage best practices in the work of cultural centers and libraries, including the projects "Cultural Center: New Format" and "Library: New Format."
Furthermore, the Ministry intends to continue supporting creative projects aimed at spiritual and moral development and the formation of family values. These include museum exhibitions, creative projects of non-profit organizations, military-historical camps, and cultural-educational programs for schoolchildren.
“Work is already underway to collect and analyze preliminary applications from regions to participate in the activities of the new federal project for 2025 and the planning period of 2026 and 2027,” said the Minister, adding that the Ministry of Culture of Russia has also submitted proposals for including several activities in the national project "Youth and Children."
Next, Olga Lyubimova reported that the adoption of the corresponding decree by the president was a key stage in consolidating the foundations of the state cultural policy aimed at preserving and strengthening traditional Russian spiritual and moral values and defining the vector for the development of culture for the coming years.
“Great attention is paid to youth in the Foundations of the State Cultural Policy. I want to note that the Ministry of Culture of Russia is systematically working to introduce young people to the best examples of Russian and world culture,” said the head of the department.
For example, within the framework of the interdepartmental project "Culture for Schoolchildren," in cooperation with Yandex, the next "Cultural Marathon" is being held. It is dedicated to the anniversary of A. S. Pushkin and focuses on Russian classical culture. Next year, Russia will celebrate the 80th anniversary of the nuclear industry. Agreements with Rosatom have already been reached regarding implementing this project in atomic cities.
In conclusion, the Minister spoke about creative industries schools. According to her, 71 schools have already opened in 53 regions of Russia, with more than 9,000 children enrolled. Recently, four new schools opened in Belgorod, Saratov, Kemerovo, and Volgograd Oblasts. By the end of the year, 22 more creative industries schools will be opened in 21 regions.
